Guest lecture by Dr Bengt Mölleryd, PTS. Telecom and spectrum regulation.

The lecture consists of two parts. The first address issues about regulation of electronic communication. If regulation is the answer what is then the question? Compare with other areas such as regulation for road, air and rail traffic as there are factors that make regulation essential in order for the market to function. Issues about the regulator will be discussed and two key concepts are ex ante and ex post. The second part of the lecture will focus on spectrum.
